Why would there be a problem with that? Since you are a PR, you have to meet the requirements or staying in Canada at least 730 days in any 5 year period but your son is a citizen and does not have to meet any requirements.

Why would you have to pay a fee to have your son live with you? He is your son. You are not renting him.

As a Canadian citizen, he may stay outside Canada for as long as you want and can come back any time without any problem. The only thing you might have to pay a fee for is if his Canadian passport expires and you need to get a new one.

However, you are a PR and must meet the residency requirements of staying in Canada at least 730 days any 5 yr. period.
