Canadian child born abroad

Hello.
My son, who is now 2 years old, was born in the USA. We recently moved back to Canada a few weeks ago. I am currently on Ontario Works and they are telling me that my son is not going to get put on my case because I dont have proof that he is Canadian. They tell me "well, we have nothing to put him in under immigration status". My assumption is that a Canadian born to a Canadian parent is entitled to everything a normal Canadian would. I understand that I need to get his Canadian Citizenship certificate, and I have applied for that. Does this mean that he will not get anything from OW until hes "landed"? This baffles me cause CCTB doesnt care where he was born, he is still Canadian. Anyone got any advice?

Your son is already a citizen, but you have to apply for a proof of citizenship. The CIC knows more.

Your son may be a citizen but without a citizenship certificate, you can't prove it.

There are other factors than just being a child of a citizen. If you were born outside Canada to Canadian parents yourself, you would not be able to pass citizenship to your child because he would be 2nd generation born abroad. If you had just gained citizenship after he was born, he would not be eligible either. You can not really expect every section of government you are dealing with to look through your documents and figure out if your child is a citizen or not so that is why he needs a citizenship card.

ksmommy5 what immigration status is your child in Canada i.e. did he enter as a visitor? Also what documents did you present at entry as proof of his citizenship? This likely may help with the OW proof of status.
