You can apply for a passport here: http://www.ppt.gc.ca/index.aspx

Your wife, you would have to sponsor for PR (permanent residency). See http://www.cic.gc.ca/english/immigrate/sponsor/spouse.asp for instructions. As a citizen, you can start your sponsorship application from outside Canada but you will have to provide some evidence/plans of actually moving to Canada when she gets her PR.

The kids probably have a claim to Canadian citizenship. You can try applying for them at the embassy, instructions here: http://www.cic.gc.ca/english/citizenship/proof.asp It takes a while to get the citizenship certificate though, about a year. If they don't qualify, you may be able to sponsor them along with your wife if they are still under 22 and single or if they are over 22, single but full time students since before the age of 22.
