Canada Visitor Visa Application - Person currently in USA on visitor visa

Hello Folks,

Thought I will give this forum a try. I am confused on how to proceed for submitting a visitor visa application for a person who is currently in USA on visitor visa(B1/B2). Does the person qualify to be able to submit the application to the visa office located in USA (or) does it has to be submitted to visa office located in their citizenship country.

Also, as the person is currently in USA on visitor visa, does his/ her country of residence becomes USA/ does it stay the same as their citizenship country?
