Canada student visa refused 2 times

Hello,
Am Asif from India. I did B.com( under graduate)in 2017 with 78%. Then I have experience as project manager till now. With academic ielts overall 6 not less than 5.5 in two moduels remaining 6.5, 6. With this I got admission letter from university of Manitoba in the course of graduate certificate program - Applied human resource management. For may intake 2019. But sadly I got visa rejection two times. In times I got two different reasons from rejection documents
1) • I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
in second time when I got rejection reason was
2) Given your language ability in specific bands and considering your proposed course of studies, your travel history and ties to home country, I am not satisfied you would be a bona fide student and a temporary resident.
So, this is all my profile history. Please my dear advisors suggest me upto your knowledge for further process.

5.5 on your IELTS won’t cut it any more and moving from project management to HR isn’t linear progression in your educational or career development. Same goes with having a B.Com and then applying for a certificate program. Best work on your IELTS score and choose a different line of study that is actually related to you career path and more than a certificate course (like a Masters).
