Hello, Do I need to obtain Canada Police certificate for applying Permanent Residency? Been here for 4 years. Thank you so kindly.
 
You need a criminal background check from any country you have lived in for longer than 6 months.
 
I was told I didn't need one, that CIC will do their own checks. Gosh I hope I'm right or I'm screwed haha
 
You do NOT need one for Canada, no matter how long you've lived here. CIC will specifically request one, only if it's required.

Police certificates
You and your family members who are 18 years of age and older and are not permanent residents or Canadian citizens must provide:
valid police certificate, or
police clearance, or
record of no information.
These documents are to be provided for each country other than Canada, in which you have lived for six (6) consecutive months or longer since reaching the age of 18.

CIC do their on check but many applicants were asked for fingerprints in the middle of the process. I did mine in advance and sent the police certificate with my application. Took me one week to get it and I paid around $50.
