canada immigration process

Here is my background :
1)I am 29 year old, male, single (never married), resident of India.
2)I did masters degree in Civil Engineering
3)I am a permanent employee of Tata Consultancy Services Ltd since last 6 years. I am working here as a software engineer.
4)I have worked in USA(2 years) on L1 work permit on deputation through Tata consultancy services
5)I have also worked in Italy on business visa on deputation through Tata consultancy services
6)I have total 6 years of IT experience.


I would like to work and live in Canada.

1) What is the best work permit suits me.
2) How much time it will take for immegration to Canada if I apply it from India. How much it costs
3) In few weeks I will be going to Netherlands on work permit for a year at least on deputation through Tata Consultancy Services. Can I apply the immegration from Netherlands and does it speed up the immegration process if I apply from Netherlands with Netherland work permit.

1. You cannot work in canada without a work permit or PR status. You can apply for work authorisation only if u have found a job in canada and have HRSDC labor market opinion. visit

Other option, considered to be the easier and more probable, is to apply for Skilled worker (federal) immigration. It is based on points system to qualify.

2. Timeline is covered in the point 1. The cost are as follows:
(a) Application + landing fees (500+975 CAD)
(b) Cost for medicals, getting police clearance from all the countries u have lived after 18 yrs of age.
(c) moving from India to canada and misc.

3. You must have a communication address in the country u are applying for PR. If you are called for interview, u will have to appear in the country of application.

So If I am applying from Netherlands(I will be in Netherlands on work permit for a year) then for interview I have to go to Netherlands or interview can be processed from somewhere else also? If this is not the case then there are chances that I may not be able to go to Netherlands while interview if I am not getting the call with in a year.
In that case for me the best option should be getting a job offer and then get the work permit with Temp residence visa for canada, and may be later i can apply for Permanent residence from Canada itself.

or should I apply from India itself, but seems it takes hell of time (3- 6 years) to get the visa from India.

Please suggest!

If you are called for Interview, it will be in the country of application. u cannot change it to India. Also, as PMM has mentioned in many posts, it is against the law to mail/courier a passport out of India if your application is accepted without interview and you do get a passport request. So, you will be in trouble unless u have an address in holland and a visitor visa for travel.

Getting a work permit can be the best option under the circumstances, but it is not an easy option from what I gather.
