As a general rule for inmigration always apply ASAP.

If you qualify just apply, you never knows when and how rules will change.

I made this mistake time ago and get close to have to leave Canada because I didn't apply as a own I could and rules changed by the previous government, so doesn't matter who's in the government, just stay alert.

Don't blame too much the government, they are talking about help PGs to get EE easily...

I second this advice. A lot of us hesitate with the application because "there's too much backlog" "EE draws will never go below 480" "All provinces are closed for nomination" "Winter is coming"....whatever situation is thrown at us, the important thing is to move forward and continue with your application anyways. We will never know, the changes might be in your favor!

If you get accepted, well and good, your courage and risk paid off. If your application is on hold, at least yours is in the queue already. Similar to the 2014 applicants, theirs is obsolete but at least CIC is working on their application now.
If you can't be the winners today, be the backlog of tomorrow (CIC is obligated to work on them anyway) :D

Can someone tell me if this rule for international students which is still on table applicable on those who has done PG from Canada but are not in Canada as of now like those who had to move out of Canada for one or other reason ?

Or is it applicable only to those who are presently in Canada ?
