Canada Child Tax Credit and BC Family Bonus Back pay eligibility

I've just arrived in British Columbia on February 20th, 2015 and have looked into applying for the Child Tax and BC Family Bonus benefits. At the moment, I am the only person working though my wife has interviews already scheduled. We have 2 children as follows;

My son, a Canadian at birth born in Thailand. He is currently here on a Temporary Visa until he receives his Proof of Citizenship (anytime now)

My step-daughter, born to my wife in Thailand. She has been with me since my marriage with my wife in 2010.

My question is,

1) would I be eligible to receive back pay for my son who is Canadian from time of birth up to now (we lived in Thailand for 10 years)

2) would I be eligible (or my wife) to receive back pay for these services from the time she was born or from the time she received her permanent residence visa in her passport.

I did hear of Canadians receiving back pay for children but I don't recall if that involved oversea birth or not.

Any information on this would be greatly appreciated.

You aren't eligible for child benefits for time you weren't living in Canada. They would only start as of the month you settled back in Canada.
