Can you sponsor Common Law spouse if you are on a tourist visa?

I was reading a thread where a Canadian is in Korea on a tourist visa and asked can I sponsor my partner as a PR to Canada.

This was his answer?

1. No. Your status in the country can't be "tourist" if you're sponsoring your partner under the "common-law" category.

I don't understand this? I am sponsoring my common law spouse and have been in the Philippines on tourist visa for 15 months.

Any shed any light on this?

Sounds to me like whoever answered had misunderstood the question. So, you can't come to Canada under a tourist visa and apply to sponsor your spouse/partner, obviously. I think that's what the person that answered was thinking. But of course you can be a Canadian citizen living in another country on a tourist visa and apply to sponsor your spouse/partner. How else would you be living together???? Can you post the link where you saw the question?

Link to the answer. The other posters situation might have been different from yours, also possible that the answer he got was incorrect.
