Can you obtain a Canadian citizenship if you were an illegal in the USA

My cousin is an illegal in the USA,and wants to get married to someone in Canada. Would she be able to eventually become a citizen in Canada. If so what does she need to do? What are the possibilities of her actually receiving her residency then later citizenship there? Actually, my question is,is it possible? Also the moment she is in Canada, if she wanted to go back to the USA to just visit what would she have to do?

Yes - she can become a Canadian PR and then citizen.

Was she the US illegally for more than one year? If so, then she automatically recieved a ten year ban from entering the US as soon as she left the country (the ban may be longer than 10 years depending on her situation). If she wants to return to the US to visit, then she will have to wait until the 10 year ban has passed before visiting. Having Canadian PR or citizenship will not shorten the 10 year ban.

She was in the usa for more than 11 years. Her parents took her to the USA as a child and never returned to their original country,their visitors VISA in the US expired and they stayed. It's been over 11 years I think. But now she wants to get married and is afraid she might be not elligible to be legal in Canada. Would she need to go back to her original country to apply for her canadian citizenship? Even after she gets married..?

So she is also staying illegal in Canada? if so then you need to consult to an immigration lawyer if her status can be changed
to PR after getting married...In such cases immigration can take up to years..

If she was brought to the US as a child and is currently under 30, she can gain legal status, according to the new Obama immigration order: http://www.latimes.com/news/local/la-me-immigration-paperwork-20120620,0,5696006.story.

Does this immigration order really give them legal status - or does it just prevent deportation? My understanding of this announcement is that it stops short of actually granting status and is limited to stopping deportation. But I'm no expert...
