Can you get a Visitor Visa based on the fact of applied for PR?

Hi,

My boyfriend applied for PR in June, 2011. He doesn't have work permit or a student visa. So he went home to wait until he get his PR card then come back.

Does anyone know if he can get a visitor visa based on the fact that he has applied for PR?

Any information would be appreciated!

based on PR aplication he can not get visitor visa , but he can apply for visitor visa to visit canada by stating he wants to see places.
