Can you exit the country if you sent your PR application within the country?

Hey Im sponsoring my wife and she is living here in canada with me for now.
We sent the application from inside canada and it seems that from here it takes even longer but my wife is pregnant and you can't have the health insurance if you dont have papers here.

So I was thinking to send her back the last 2 months or so to give birth and then come back but can you exit the country if you already sent your application within canada?

Did you apply using the inland process or the outland process? If you applied using the inland process, the applicant is supposed to remain in Canada for the duration of the process. If your wife leaves and then is unable to re-enter Canada afterwards, her inland application will be effectively canceled and you will have to start the sponsorship process again from the start using the outland process.

If you applied using the outland process - no issues leaving.

we did it from here inside the country and the delay is 45mothns according to what they say on the phone when you try to call CIC
So she is supposed to be here for years unable to work or anything? you can't do anything here without the papers

I doesn't make any sense that applying from inside canada takes way longer

Current processing times for INLAND apps are 16 months stage 1 + 10 months stage 2 = 26 months total (not 45 months).

And she should have submitted an Open Work Permit application, which she would get in around 4 months. This would allow her to work, and I believe also qualify to apply for provincial health coverage (though each province is different). http://www.cic.gc.ca/english/resources/tools/updates/2014/2014-12-22.asp

In addition to risk of being allowed re-entry back to Canada, a requirement of an INLAND application is that the sponsor and applicant must live together IN CANADA during entire duration of processing. So if she leaves for an extended time (like the 2 months you're thinking of) and CIC finds out, they may simply declare you are no longer living together in Canada so can cancel the application. There is also of course risk that there may be complications delivering in another country meaning mom or baby aren't able to fly home for a while, which would cause even more risk to the PR app.
