Can you apply to Ottawa for a work Permit and entry visa at the same time ?

Back when I was in my country of origin and applied for work permit, I only paid one fee of $150 and they issued me the entry visa on my passport and the letter to obtain the work permit (at no charge) at the Canadian border.

It seems that for people already in Canada they have separate processes for renewing the work permit and visa. Does anyone know if it's possible to send both applications for work permit and visa at the same time and avoid paying 2 x $150 in fees ?

1. No. You have to apply to Vegreville for the Work Permit and Ottawa for a new TRV and you have to pay the fee for both.
