No, see

You must apply for a work permit within 90 days of receiving written confirmation (for example, a transcript or an official letter) from your institution indicating that you have met the requirements for completing your academic program.
You must have completed and passed the program of study and received a notification that you are eligible to obtain your degree, diploma or certificate.
You must have a valid study permit when you apply for the work permit.
However, if you have studied for 6 months or when you have studied for 6 months, you may apply for an off campus work permit, see http://www.cic.gc.ca/english/study/work-offcampus.asp and you can use that to work full time while you wait for your post grad work permit to come through.

Thanks Leon but will it affect this :

To keep your work permit, you must remain a full-time student at a participating institution and continue to obtain satisfactory academic results. If you are no longer a full-time student, if you move to a non-participating institution, or if you do not maintain satisfactory academic results, you must return your work permit immediately to a local CIC office.

Work permit validity
Off-campus work permits should be valid for the same period as the study permit. A study permit is usually issued for the duration of study, plus 90 days. The work permit will follow the same rule: duration of study, plus 90 days.
Students who have completed their academic program requirements and who are within the 90-
day transition period will still be considered eligible to work off-campus, provided that they hold a valid study permit and a valid off-campus work permit. These students can work full-time.

I know for work permit extension you need LMO but if the work was arranged under PGWP then the employer will not have to show effort to recruiting canadian citizen/ PR...

So If i start working with OCWP then move to PGWP will it still hold, like employer will not have to show recruiting effort.

Yes, it will still hold because both OCWP and PGWP are open permits.
