Can you apply for NS PNP while waiting for PGWP

I have two questions:

1. Do you need to have the post-graduation work permit (PGWP) application approved before you can apply for Nova Scotia PNP under "International Graduates in demand" stream, or
a copy of the acknowledgement of receipt from your PGWP application is enough?
2. I'm slightly confused about the purpose of Temporary Work Permit(Section G on NSNP-200 form). Is this for someone who is not otherwise eligible for PGWP, or only for someone who has a PR application in process and their current open work permit is expiring? Depending on the answer to first, I was wondering if one can apply for this work permit instead of waiting for the PGWP application to conclude.

What is your NOC and you have a job offer? Employer is eligible? school?

1. No.
2. NSNP-200 is not a work permit. 100 is the form employer fills out with job description, wages, etc. Page 26 of guide.

Thanks for the reply. Sorry for the confusion, I didn't mean that NSNP-200 is WP application but was just referring to a section in that which pertains to temporary WP. I doubt you need it if you already have applied for an open WP.
That brings me to another question, is "submission confirmation" of PGWP same as "acknowledgment of receipt"?
