Can Wifes son get Visitor visa from Philippines

MY Wife is getting her PR almost done. She has three children in Philippines the two youngest got there medical requests but the older one is not eligible because he is 20 y/o now.

Can he get visitor visa until we can apply for his PR in Oct when the rules change back to 22 yo.

Or do we have to get him enrolled in a course in college and get study visa.

Any help or experience would be appreciated.

It will be hard for him to get a visitor visa in his case if everyone else in his family is a PR. If he somehow has a good travel history, it might be possible. (I'm speaking from my own experience when I was that age.)

It's up to you if you want him to apply for a study visa before sponsoring him.
