Can wife apply for Express Entry if husband is a Permanent Resident?

I am PR and I got married after I got my PR. Is it possible for my wife to apply through Express Entry?

It is. She can apply on her own or you can sponsor her through Families Class Program.

For Sponsorship through Family Class do I need to be present in Canada to apply for her?

No, you don't. It's enough that you have a PR status.
But if she quality for Express Entry and she has enough points I would suggest to go this was as it is much faster than Sponsorship route.
