Can WES USA report be used for Canada FSW PR application

I have my WES USA report, I am applying for Canada PR can I use the same, or should I order new one as from WES Canada site? Also I do not understand the Second Part of Number 8. in Document checklist.

NO. That will not work. You will need to get ECA specifically for the FSW program. However, WES might have an option where you can upgrade your report for FSW purpose with extra charge. You should talk to WES about that.
