Can we submit profile in pool prior to one year experience?

Hello Everyone,
I am currently working as skilled trade worker and just about to complete my first year experience in December 2020.

Q1). Can i create express entry profile and submit it now?
Q2). My CRS score is 400. what are the chances of getting in OINP under skilled trade stream?
