hi guys asking for a friend, he send his PR last month without PCC from India and Dubai, UAE. He didn't wait for it because it takes time to process. Now, he already have the India PCC and the Dubai, PCC is already on process. Can he send his PCC anytime even if CIC haven't ask for it? Where can we send it? Thank you
