CAN WE PUT ALL ANSWER IN CAPITAL LETTERS IN LISTENING EXAM ?

I doubt that, the reason I tell you is that I have a terrible handwriting and often write in 'all caps'. :-[

I raised this query to my IELTS trainer and he advised my not to answer this way in the answer sheet.
