My friends family has applied for quebec investment immigration. There is no update after biometric. Moreover, friend is on dependent status, on his father, for this visa.
My friend wants to continue his studies abroad, so is he allowed to do go for studies to another country.
Kindly guide me if it's possible or not.

Quebec Immigration Visa is the name. And the application was filed in 2019
