If currently you leave airside during COVID you must go into quarantine for 14 days so not really an option given a transit is only valid for up to 48 hours.

Currently the answer is no since a transit visa only allows you to enter Canada for 48 hours and there is a 14 day quarantine in place.

Once things return to normal, you would be able to enter Canada for up to 48 hours.

If you are trying to come to Canada by flying elsewhere and getting a transit visa it will be pretty obvious and transit visa will be refused.
