CAN WE FILE EXPRESS ENTRY WHILE FAMILY BASED INLAND SPOUSAL IS IN PROGRESS?

hI,

Is it possible to file Express Entry program in 2015 while the inland spousal PR is in process?. Any idea how much would it cost?
Family based inland PR has been delayed by 1 yr, dont know whether it would come by end of next year too.

pls advice.
