I have a question about whether we can enter the express entry pool without Canadian experience as a student ( Canadian education completed ) with foreign experience -NOC A

Yes through FSW, if eligible with 67 points.

You don't need a permit but you need to be eligible with 67 points based on age, education, IELTS and foreign work experience. The pool never closes and there was a draw last week.
