Can we enter Canada after 22 Feb on trv visa for non essential reason ?

can family members of citizen/ pr come after feb 22?

Yes its my mother, she is old & single, so I don't know how an old single person will be taken care of in a quarantine hotel in a city that we don't live in, that is my only fear.

In that case you may want to hold off having her travel until you see the details of how the quarantine program works.

These are the requirements and travel is a choice. I think it is highly unlikely that a visitor is going to allowed to skip the quarantine hotel.
