A permanent residence application does not have any affect on your ability to work in Canada. It does not authorize you to work in Canada, either.

Whether or not you can change employers depends entirely on the type of work permit you have.

1) If it is a closed work permit, you are only only authorized to work for one employer, in one position. To change employers, you first need to obtain a new work permit. You will probably need a positive Labour Market Opinion (LMO) before you can apply for a new work permit.

2) If it is an "open" work permit (e.g. PGWPP), then you can change employers or positions.
