Hi,

I am planning to move to Canada with my wife and 13 year old daughter. However, our son will be turning 19 in late October, so under the new rules he will no longer be classified as a dependent child.

Is there any way we can bring him with us? Or would both my wife and I have to obtain PR before we could sponsor him to come over? He was been studying in Canada for 2 years now and due to that, is still financially dependent on us as he is not allowed to work.

For your son to get PR along with the rest of your family, your PR application would have to be received by CIC before your son turns 19.

Otherwise your son will have to immigrate to Canada on his own and cannot be included in your application - and also cannot be sponsored by you later.

One thing I've wondered, when they say "received" do they mean the date the application was delivered to them, or the AOR date? I'm guessing the former.

The date the application is physically received by CIC.
