can we apply to visit canada while visiting uk?

Hi
my brother is on a visitor visa in Uk. we want to visit us in canada.
can he apply for a visitor visa to canada from uk being a pakistani.
he has 2 years valid visit visa to UK.
some one told us tht one must be in mother land to apply for visitor visa. I searched alot but couldnt find any such thing any where.
any help in this regard will be highy appteciated.

1. He can apply, but being only a visitor in the UK, there is a more of chance that he will be refused for "lack of ties" to his country of application, and I have to assume that he doesn't work in the UK either.
