I think you can as long as you met the requirements for citizenship.. I believe both PR card renewal is separate from the citizenship application.. stand to be corrected

I have heard that one's PR should not be under review while applying for citizenship. However I guess if you PR is still valid you may be eligible.

You can apply for citizenship while your PR card is under review - however CIC won't finalize a decision for your citizenship application until the processing of your PR card renewal has been successfully completed.
