Refer to Cic website,bYou donot need pr card to sent citizen application, but you need to have active permanetnt resident status.

You need two ID when you apply such as health card, photo card or driver licence etc.

The first date that you might need to show PR card is test date.

If you have a pr card, then you need to submit its photocopy (both sides) and it would be required during the interview.

And "valid" in this context means current OR expired. In other words, if your card expires, it is not necessary to renew your card in order to apply for citizenship.

Even if the card expires the person can still apply for citizenship.The same is mentioned on the following link:

Sorry, Sam, but I don't get what you're saying. You initially used the word "valid", and I wanted to make clear that a person does NOT have to have a current PR card to apply for citizenship. In other words, if they have an expired card, they can just use that. You then repeated the same thing. Are you trying to say something different?
