Relative on visitor visa has health insurance for emergency+pre existing conditions.
She recently developed pain and I am thinking of taking her to urgent care clinic.
Doctor fee, x-ray, prescription, treatment could cost her well over $2000.

Would this be covered by the health insurance? or should I just go to ER and wait 10 hours for her to see the doctor.

None of us can tell you that. You need to speak with the insurance company to understand the details of her coverage, exclusions, deductibles, etc.

Insurance provider will be in position to tell you. However, if this is an emergency case, take her to ER.. health and her wellbeing is important while sorting out insurance and money

Will likely depend on how ongoing the preexisting condition is, whether she is undergoing care for the pre-existing condition and if no current treatment when was the last treatment. Only the insurance company and the fine print in your policy will be able to provide answers. Very hard to comment without much more knowledge but I would avoid the ER is possible. Waits will be very long, increased chance of Covid exposure and cost will be much higher if you have to pay out of pocket. If the pain is a severe headache then you should certainly go to the ER but if she had ongoing joint pain and it has gotten worse there would be no need to go the ER. Start with a doctor who will order an X-ray. Results will likely not be within hours.
