Can Visitor in USA Apply for FSW in USA for canada.

Is that possible that a person who is in USA and holding a Visit Visa could Apply in FSW for canada?

You have to be admitted legally for at least 1 year. Since most of the times the US give visitors 6 months to stay, I don't think that would be possible.

1 year continuous stay in the US is required if you want to apply to that country's visa office.

But, if you want to apply in your home county's CHC office, then you can apply even from US. All communication with your home county's CHC will take place at your current communication address in the US. But, you will need to submit docs, g for interview and get passport stamping from home country.
