Can visit of spouse for marriage purpose be counted as a visit to each other during relationship ?

My brother (out land spousal applicant from Pakistan) is filling form IMM 5532 ( 04-2017 ) " RELATIONSHIP INFORMATION AND SPONSOR SHIP EVALUATION ". His wife is a canadian citizen .

In PART C - Section 4 It asks that :

IF YOU ARE NOT LIVING TOGETHER , HAVE YOU VISITED EACH OTHER DURING YOUR RELATIONSHIP ? YES OR NO

now the confusion is that his wife did only one visit of 37 days to perform and participate in marriage ceremony (from canada to pakistan) in 2014. After that no visit was done by anyone to each other's country due to various problems/reasons e.g financial and job issues.

can this visit be counted as a visit during relationship ? or the visits done after establishment of relationship ( i.e marriage ) only counts ? . My brother's marriage was an arranged marriage (arranged by members of both families) and both spouse and principal applicant didn't have any kind acquaintance before marriage.

If they haven't seen each other since 2014 and there was only one visit for the purpose of getting married - I would very seriously recommend holding off applying for PR until they've been able to visit each other again. As of now, between the fact there has only been one visit and the fact they haven't seen each other in three years - you're pretty much guaranteeing a refusal.
