Can the PR apps be sent without US (FBI) police certificate

Hi - Can the CEC PR apps be sent with all other required documents except US (FBI) police clearance certificate with a cover letter stating, that it will be sent as soon as we get it from FBI ?

Please advice.

Yes, you can send your file without it. But it must be ready when the officer requests it later on.
It says on the document checklist form

I think its better to send PCC as soon as we get AOR # instead of waiting till VO asks for it. Because, if we wait for his letter to submit within 30 days, no guarantee that wr get PCC in given timeline.

Correct me if my thought is wrong.

srionline117, you are right. i think it depends on how fast we can obtain the police certificate and how long it will be valid for. In my case, i obtained it in a very short time but it is valid for only 3 months.
So i am enclosing one with my file right now but i think i need to obtain one again as i am sure they are gonna ask me for new one when they start processing my application.
