Can tattoo artist go through the self-employed person program

Hi, Sir or Madam,

One of my good friend, he is a famous tattoo artist . He has his own tattoo studio and he has been in this field for 16 years.

In CIC website, it is said,
Relevant experience
Your experience is relevant if you have:

• taken part in cultural activities or athletics at a world-class level or
• been a self-employed person in cultural activities or athletics

Here is the question, is Tattoo a qualifying cultural activities to immigrate to Canada for self-employed person?

And is there any minimum English requirement for the self-employed person program?

Hi there, did you get any more info on this topic? Iv been a self employed tattoo artist for 15 years and I'm looking to emigrate with my family and would love to hear someone else's experience and if it was possible....

You'd have to make an argument for tattooing as a cultural activity.
