OK, so student gets IMPLIED STATUS after applying, and can continue to work, and study in regular times. But because this is a special program does student have to cease study, and employment until they get the approval?

Says "Foreign nationals eligible under this policy are subject to all other legislative obligations and admissibility and selection requirement not exempted under this, or another, public policy."
" whose status expired after Jan 30, 2020, .....to apply to restore their status if they remained in Canada and continue to meet requirements of their class????
The policy is for restoration so why does it says"if a client's application for an extension is refused, they have 90 days from date of the refusal letter to apply for restoration?"
