Can student on study visa in Canada apply for Express entry as skilled worker

I would appreciate if someone reply my query here

My sister is here in Toronto in Canada on student visa for 2 years can she apply as skilled worker in express entry as she was a RN in India and having experience with reputed employers.

Can somebody explain what are the requirement for RN to apply as Express entry I meant does she require any registration as RN prior to her application

please give your inputs who has same situation

I don't know about RN but I am also here in Canada as student and still in school and I applied under FSW based on my previous job outside of Canada and my application is under process still. So I am guessing she can do that too.
