can step parent be used as "family in canada"

hi. while checking eligibility, they asked if i have family members in canada. my mother has been dating a canadian for years now and was wondering if i can say that he is my family member. i dont think getting his documents would be a problem.
please help.

Is she just dating or are they common law? If they are common law, you would need to mention.
