Can Spuse Open Work Permit Convert to Regular Work Permit

My wife is working in a canadian agency since March 2010 and She got promoted to Full Time employee in Feb 2011. Currently she came with me as visitor and later changed status as worker with Open work permit. Can she apply for a Work Permit on her Own to continue with the Job in Canada without any dependency on me.

Is she eigible for this ? If then what is the process and How she can apply for work permit and under which cateogry. She has the employment offer letter with her for her job as CSR

Her Canadian employer has to go through the process of hiring a temporary foreign worker (advertise for the position, file for LMO in her favour if no Canadian citizen or permanent resident applied or qualified). She then sends her application for WP once she has the positive LMO.
