Can Spouse work in Canada if we both have a PR?

I and my wife are applying for PR this year. Since my wife is younger to me, we are thinking of making her a primary applicant to get more pts; and i will be the co/second applicant.
Now as a co or second applicant, can i apply and work in Canada across all sectors including govt?
