I have been working on a Postgraduate workpermit as a Skilled worker (B) for 13 months now in Saskatchewan. My PGWP expires in 11 months.

Can I apply under the Provincial Skilled Worker Category? SINP?

Yes - if you qualify - you can certainly apply under SINP.
