Can someone sponsor a friend as nanny?

Asking for a friend:

My friend applied for a visitor visa for one his close friend. However, since the visitor did not have enough bank balance, property etc back home, the visitor visa was rejected. The friend doesn't intend to stay for more than 6 months at a stretch and therefore visitor visa made sense to them.

Since my friend really wants his friend to be here with him, can he now apply for nanny sponsorship for the friend? Would CIC raise an objection as to why he applied for a visitor visa first and then a nanny visa?

My friend's friend is a care taker back home so she should have no problem in qualifying as a nanny.

Inputs will be highly appreciated.

Sure - it's feasible provided the employer in Canada makes enough income and meets other requirements to hire a nanny. The friend will also need to meet caregiver requirements (e.g. proof they have at least 1 year of full time paid work experience in the field in the last three years). The employer in Canada will need to start by obtaining an approved LMIA. Once the LMIA is approved, the friend will apply for a work permit. It's possible the TRV refusal could impact the work permit approval - but you can certainly try. The lack of ties to the home country that cause the TRV rejection may end up being a problem for the work permit as well.

This could be a 6 month process that requires you to pay around $1000 to do the LMIA. Sounds like she won't actually be your nanny. If that is the case I wouldn't lie to immigration. It could only hurt you in the end.
