Can someone receive an ITA without submitting an ECA report?

I received a rejection letter from CIC for Permanent Residency under Express Entry.
this is what they mentioned:

Citizenship and Immigration Canada (CIC) has reviewed your application for permanent residence. We have determined that your application does not meet the requirements of a complete application as described in sections 10 and 12.01 of the Immigration and Refugee Protection Regulations.
Your application is rejected for being incomplete.

Specifically, your application does not include the following elements:
- Proof of education
You did not provide an ECA with your education documents accompanying your application.

Note: A full review of your application was not performed. There may be other elements, not identified above, which may also be missing or incomplete.

Though we had submitted everything and all the documents on time including the ECA. And if they hadn't received the ECA report, is it possible for them to send the invitation?

Any take on that?

I'm sorry for your refusal.

The letter appears to indicate that your ECA report wasn't uploaded as part of your application submission process. Are you certain that you had uploaded the ECA along with your degree certificate in the designated placeholder?

That is what I'm confused about..
If i hadn't uploaded my ECA, is it still possible to receive an invitation?

You don't upload the documents before getting an ITA so the question doesn't arise. Of course you can and will receive an ITA based on the derails you provide in your profile and if your CRS is higher than the draw cutoff. But you'll have to back up those claims by submitting documents in the post ITA submissions. Did you include your ECA report there?

An ECA is mandatory even when we are creating our express entry profile since it asks the file number when you fill your education details in the profile. It clearly asks whether you got your education credentials assessed. If you says yes, you need to specify the file number and then points will be awarded. If not, you won't get points for education. Please check your profile.

If you haven't done ECA, get it done fast as it is a hectic procedure since we need to send them the sealed transcripts to verify and send us the assessment report. It will take time.

I get your point.. i guess i got confused with what others advised me. According to me, i do remember attaching the ECA, but anyway, now that i have received the rejection, what shall be the next step?

a. Do i need to fill in some refund form? Or they will do it automatically?
b. I guess i need to submit the profile again, but does that mean ill get an invitation again and then process.. or i mean.. how to proceed?

As we are rejecting your application, CIC will refund the fees that you have paid. This includes a refund of the processing fee and the Right of Permanent Residence Fee, if you have already paid this fee.

If you still want to come to Canada as a skilled immigrant, you must submit a new Express Entry profile through your MyCIC account. If you choose to submit a new Express Entry profile, you must make sure your documents are valid on:
- the date you submit your new Express Entry profile,
- the date you submit your application for permanent residence, if you are invited to apply.

The information you submitted as part of your original Express Entry profile will remain in your MyCIC account for 60 calendar days from the date of this letter. This information can be used to submit a new Express Entry profile.
If you submit a new Express Entry profile, you will get a new profile number. You will also get directions on how to register for Job Bank with this new number.

Just create a fresh EE profile and wait for another ITA.

I was about to say that ECA is after receiving an ITA, then I read your comment. Nice one, I completely forgot that they also asked me for ECA while creating my profile.
