can someone put light on Manitoba Immigration? How to go about it?

Hi All,
Since Ontario has temporarily stopped issuing PT NOI and we are left with PEI, which is very selective because of NOC.

Anyone who has migrated to Manitoba or has gone through the process, then please throw some light.
