Can someone please help regarding SOWP and visitor VISA. PLEASE!!!

I have received AIP and given my biometrics. I am waiting for the Passport request and I am in INDIA.

My wife is currently in the US and will be joining me when I travel to Canada.
Should she apply for a visitor visa and then while in Canada should she apply for an Open Work Permit?
Or
Directly apply for a Spousal Open Work permit?

What is the quickest route for her to join me given the current travel restrictions?
Someone please guide me if you have gone through the same situation with your spouse.

There is no quick route due to processing times. SOWP because she has to prove her stay in Canada is temporary and essential as a visitor.
