Hi

I'm not sure how that would be done. If you are applying online the biometrics fee will be included in the fees to pay to complete submission and if you are applying in person then you pay fees as required by the process in place in your home country. Sure the person in Canada can send you funds to make physical payment or you can use their card details when submitting the online application but other than that I don't see how someone in Canada can pay you biometrics fee.

yes, if the application is on line. any one can log into application (by knowing passward) and pay the fee.
