an someone explain the statement below this msg please does it means that everyone is allowed to apply for federal even if your not a skilled worker here as long as youve been here in canada and got the minimum requirement of points needed? if yes how can i apply it bymyself how?

Federal Skilled Worker Program: individuals who have legally resided in Canada for one year as a foreign student or as a temporary foreign worker are eligible for this program, without the requirement of one year of experience in one of the 38 eligible occupations. Individuals who meet this requirement will then be required to obtain 67/100 points based on six selection factors: education, work experience, official language proficiency, age, arranged employment and other adaptability factors.

Basically it says that if you have been legally working and/or studying for one year within Canada then you can apply for PR in the Federal Skilled Worker Program.

thank you does it mean even if your a low skilled worker here as long as you pass the eligibility mark you can apply for a permanent residence?
 
Yes, if you are a low skilled worker or a student in Canada for 12 months or more and you have at least 67 points on self assessment and at least one continuous year of skilled work at some point in the last 10 years, you can apply for PR under the skilled worker program.
 
If you are working as a restaurant manager, see http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/ProfileAlphabetic.aspx?val=0&val1=0631&val10=R then you are a skilled worker in Canada.

If you are working as a food service supervisor, see http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Profile.aspx?val=6&val1=6212 then you are also a skilled worker in Canada. Even a fast food shift manager falls under 6212 and is considered a skilled worker.

As a skilled worker, you can be sponsored under PNP or after 2 years you can apply under CEC but of course you also have the option to apply under FSW category 3 for somebody who has been in Canada for a year but you can also apply after less than a year under FSW category 2 on the basis of your work permit and having a permanent job offer from your employer.
