Your question is not clear.
But the little understanding I have of it: You cannot swap for US PR for Canada PR. You can have both at the same time though. To get the Canada PR you must apply under one of the categories that fits your status.

You can surrender your Green Card but that will not result i getting PR in Canada or any other country....two different countries and different immigration laws. You can surrender your Driver license from US to Canada and get a Canadian DL, that's about it.
